Many people use the Adobe Acrobat Reader for viewing PDFs, but I prefer the more light-weight PDF XChange Viewer, which is also free, and works better.

For creating PDFs, there's the free PDF Creator, and the free OpenOffice word processor, which does most anything that MS Word does, without paying a lot of money to Bill Gate$ & Micro$oft - and it can easily create PDFs.
